His insane form is like a "round two" of his basic form, it's still a part of his first form. He mostly uses this form to meet strangers or to not scare them (although he can still scare them), by making them think he is actually the real Tails, and so he prefers not to reveal himself too fast to make it more "fun". So in this form, it looks like Tails but with a darker fur, a dark brown cape and he often wears a big scary smile.
His basic form (aka his vessel form or faker form) is his most used form, and this form contains Tails' soul although the soul doesn't control the body anymore. He lives in Green Hill Zone but he goes to the Lost Pyramid sometimes when he wants to remember about Sonic. Even though he doesn't understand humor or sarcasms, he can still laugh or have the feelings we all have, his feelings are just different. Lord Tails doesn't see other EXEs as threats, but he prefers to meet Tails' EXEs since he likes anything that looks like Tails. Also, even if he looks cute and friendly, he is really evil and has a twisted sense of "fun" so he could kills alot of beings without remorse.
He doesn't have "friends" but instead EXEs he trusts. His main goal was to find Sonic to torture him and then to kill him, but he recently changed his main goal to "meeting strangers", which he also uses as a way to fight others EXEs or just to have "fun" by meeting new people. Lord Tails is a evil entity when angry (which happens often since he gets irritated easily), but is also mostly kind, although he just wants to scare "mortals" by being enigmatic.
